For anyone wondering how to interpret the Guidance Notes, here is some clarification from the Programming Officer, in answer to a local representor’s question.

Question :If we are registered to speak at a session do we have to submit a written statement (in triplicate + electronic copy!) of what we intend to say by Jan 10? If so this seems at odds with paras 18 & 19 of the Notes for Guidance which stress an informal “discussion led by the Inspector”.

Answer: No you don’t have to write in with what you intend to say at the hearing. The (January 10th) deadline is if representors participating in the hearing so wish, they may submit further written statements on the matters and issues identified by the Inspector. These can be seen on each hearing agenda.
