Is the SWAP report an independent audit?

Continuing the discussion in our previous post, here is the question put to the Audit and Governance Committee (14th November) by Save Our Sidmouth supporter, Marianne Rixson:
” How can EDDC public statements describe this Audit Report as independent when the Council is a partner in SWAP and has a representative on the Board?”
